How old is your wf? She just may not be sexually mature yet. Its hard sometimes to tell with the pied colors. But from your picture, it does look like a she. The other possiblity is they just don't match up. When I was breeding I had a hen that would not breed to anything but a lutino male. I have had hens that prefer colors over others and some that will give it up to anyone.
