The constitutional amendment of Texas is a very sensitive issue among its citizens. It is more sensitive when the election dates come closer. There is a proposal for a new amendment, though has been still in the state of a proposal, has received state wide responses. One of the banking members of the state David Disiere, considers that this proposal stands for the amendment in order to clarifying that certain economic development programs do not constitute a debt. This is a step towards the modification of the values that added to the debts that one takes. There are hopes and confusions regarding this particular proposal. People who believe it will really revolutionize the whole trend of taking debts looks into it as a positive step, whereas those who believes that it is not at all going to work out with the business community.

This proposed amendment is stated in order to amend Section 52-a, Article III, Texas Constitution. The idea is straight enough in its own way. It is to provide that a program created or a loan or grant made as provided by that section, other than a program, loan, or grant secured by a pledge of ad valorem taxes or financed by the issuance of bonds or other obligations payable from ad valorem taxes. This is where the diversification takes place. It does not constitute or create a debt for the purpose of any provision of the Texas Constitution. As a result the whole concept of debt is changed. The provisions are made to make declarations of such issues for rectifications.
