Definately NOT the political move. You may be labeling this "political" because of a ranking or recent National Specialty winner, who may become the next popular stud and tighten the very thing you're trying to get away from in the next few years. You don't seem to sing his praises with the bitch in question.
The fantastic pedigree is only a good choice if he is line/inbred to produce the features your bitch lacks.
I would go with the male who possessed the things your bitch lacks, if she herself has at least one parent possessing the same. Like to like, breeds like.
Of course this is assuming these are the only three males available closely suiting your needs.
The ideal mating would be to breed her to a tightly inbred, health tested, male who consistantly produces the length of neck and the refinement you desire, without the heavy influence of the individual you want to breed away from.
