Actually they are no written by God. A man wrote them. They were supposively dictated to him by God.

I believe that they were written by the finger of God. Exodus 31:18 "When the Lord finished speaking to Moses on Mount Sinai, he gave him the two tablets of the Testimony, the tablets of stone inscribed by the finger of God."
I believe the book of Exodus was written by man, inspired by God, but the actual Ten Commandments were written by God, Himself.
